1. STAFF REPORT AND ANNOUNCEMENTS

      Neil Hart, Chief

      Neighborhood Planning:

      • Announced the completion and mailing of the Annual CLG Report required by OHP with a March 3 deadline.

      • Reminded Board members that it is time to file their Statement of Economic Interest.

      • Sunshine Ordinance Declaration form is in their correspondence folder for completion.

      • Informed the Board that landmark designation of the Filbert Street Cottages passed on its first reading at the Board of Supervisors (3/4/03), with a +10-1 vote.

      • Gave an update on Board Member, Ina Dearman's recovery.

      Jeffrey Tully,

      Planning Staff:

      • Presented the newly completed Preservation Bulletins to the Landmarks Board and members of the public.

      • Mr. Neil Hart wanted to publicly thank Mr. Tully for writing and completing the Preservation Bulletins.

      3. PRESIDENT'S REPORT AND ANNOUNCEMENTS

      None.

    4. MATTERS OF THE BOARD

    • Board Member Skrondal asked for update on the status draft action minutes not yet approved.

    • The Presidio Theatre (single-screen) on Chestnut is scheduled to close.

    • Aquatic Park Pier appears to be crumbling in to the Bay. Suggests writing a letter to GGRA. President Kelley asked Staff to agendize.

              851 BEACH STREET, Landmark No. 30, south side between Larkin, Polk and North Point Streets. Assessor's Block 452, Lot 1. Ghirardelli Square, located at 851 Beach Street (a.k.a. 900 North Point Street), is a complex of brick buildings covering an entire block, constructed between 1859 and 1922. Notable buildings include the 1859 Woolen Mill and the 1916 Clock Tower building. The electric Ghirardelli sign was erected in 1926. The property is listed on the National Register of Historic Places, is listed in Here Today, is listed in the City's 1976 Architectural Survey; is zoned in a C-2 (Community Business) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to install 3 panel antennas in the Clock Tower Building, with associated equipment located on the roof of the building.

              Preliminary Recommendation: Approval

      Action: It was moved by Member Samuels (seconded by Ho-Belli) to recommend approval of the Certificate of Appropriateness based on Staff Findings, with the condition that the 4th shutter shall also be replaced so there will be no difference in the physical appearance. The vote was unanimous.

          4. 2003.0073H (A. LIGHT: 415/558-6254)

              1355 MARKET STREET, south side between 9th and 10th Streets. Assessor's Block 3508, Lot 1. An 11-story reinforced concrete frame and terracotta office/retail/commercial art-deco, Category I building. The subject property is zoned C-3-G (Downtown General Commercial) District and is in a 120-X/200-S Height and Bulk District. Request for a Permit to Alter for the replacement of approximately 1,000 windows, including removal of steel window frames, to be replaced with aluminum frame and sash windows.

              Preliminary recommendation: Approval w/conditions

      Action: It was moved by Member Skrondal (seconded by Ho-Belli) to recommend approval of the Permit to Alter based on Staff Findings. The vote was unanimous.
