India Basin Shoreline/Area C
The San Francisco Planning Department and the Redevelopment Agency lead a collaborative planning process to create new land use controls, design guidelines, and a redevelopment program for the India Basin/Hunters Point Shoreline Plan area (also known as "Redevelopment Survey Area C").
Following a series of public planning meetings, with assistance from the Redevelopment Agency, the Bayview Hunters Point Project Area Committee (PAC) adopted and published the Bayview Hunters Point Community Revitalization Concept Plan (Concept Plan) in March, 2002. The Concept Plan outlines a wide range of programs intended to bring about physical and economic improvements in the Bayview Hunters Point community. The PAC's vision for the Plan area includes new mixed-use development along Innes Avenue, water-oriented and recreational activities, integration of San Francisco Housing Authority residential development on Hunters Point Hill, and improved pedestrian waterfront access.
The current planning process builds on the Concept Plan's foundation, and will result in a detailed land use plan, development controls, and design guidelines for the Plan area, to realize the community's vision. The planning process will also identify desired public benefits for the Plan area and necessary implementation measures.
The India Basin/Hunters Point Shoreline area is a neighborhood within the greater Bayview Hunters Point community, located at the base of the northern side of Hunters Point Hill, along India Basin cove. The Plan area is generally bounded by the San Francisco Bay, Earl Street, Innes Avenue and Jennings Street.
Port of San Francisco property (including Heron's Head Park) sits to the northwest of the Plan area, and Hunters Point Shipyard Parcel B is immediately adjacent to the southeast. The hillside area south of India Basin includes three San Francisco Housing Authority developments, and several single-family homes line Innes Avenue, across from the Plan area. Several commercial establishments and light industrial operations, as well as several multi-family residential buildings are located on Innes Avenue within the Plan area. India Basin Shoreline Park and Open Space Area (both owned and maintained by the San Francisco Recreation and Park Department) line a majority of the India Basin/Hunters Point Shoreline waterfront.
Development opportunities exist within the Plan area, including the India Basin 'flats' and Pacific Gas and Electric Hunters Point Power Plant (PG&E Power Plant), which was decommissioned in 2006 and is currently undergoing deconstruction and environmental remediation. The former power plant site will be remediated to residential standards. Planning for India Basin shoreline also takes into account surrounding planning and development activities, including the redevelopment of Hunters View, and the development plans for Hunters Point Shipyard and Candlestick Point.
