REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

iThe amendment to Article 10 to include language regarding the designation of privately owned interiors was heard by the Planning Commission on March 1st, Board Member Damkroger was in attendance. The amendment will now be heard at the Land Use Committee and Economic Development Committee on March 19, 2007. The Land Use Committee will be holding their hearing on Mondays at 1:00 p.m. instead of Wednesdays

iThe Review and Comment on the Draft EIR for 55 Laguna will be heard before the Planning Commission on March 8, 2007.

iThe disapproved Certificate of Appropriateness for 1306-1310 McAllister Street will be heard before the Planning Commission on March 15, 2007.

iThe categorical exemption appeal for 2130 Golden Gate Avenue also known as 350 Masonic Avenue will be heard before the Board of Supervisor on March 20, 2007.

iThe Mills Act application for 1735 Franklin Street will be heard before the Planning Commission on April 5th.

iThe twocode amendments for Article 11 redesignate 583-587 Howard Street, 625-631 Pine Street have been forwarded to the Board of Supervisors and are awaiting to be calendared before the Land Use Committee.

iThe Landmark Designation Report for 55 Laguna is being prepared by Carol Roland for the Friends of 1800. The report should be completed by late March. Staff plans on bring it before the Landmarks Board on April 18 2007.

iThe TDR discussion has been postponed until the April 4th Landmarks hearing.

iReminder – Form 700 are due on April 2nd.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

Requested clarification on the TDR that will be discussed on April 4th. She suggested holding a pre-meeting with Planning Department staff, members from the community and Board members in order to understand all the issues before the discussion by the Landmarks Board.

3. MATTERS OF THE BOARD

None at this time.

4. LANDMARKS WORK PROGRAM 2005-2007 UPDATE

President Maley will schedule a meeting with Susan Lee who is working on 1620 Montgomery St.

5. APPROVAL OF THE FEBRUARY 21, 2007 DRAFT ACTION MINUTES

Board Action

It was moved by Board Member Dearman (seconded by Chan) to adopt the draft action minutes with correction (changed Board Member Street vote from recused to ayes on item #8 and on item #14 changed Board Member Chan from present to absent). The vote was unanimous.

DISCUSSION

6. (B. MALEY)

The Landmarks Board will discuss the Planning Department's current CEQA Review Procedures for Historic Resources (Preservation Bulletin 16), the suggestions in the Planning Director's letter of January 12, 2007 date, the Department's 311 procedures and any conflicts with the Planning Department's Preservation Bulletin 16, and immediate and future recommendations for revisions to the Bulletin.

BOARD COMMENTS

The Planning Department is working on a public notification process. A board member suggested adding a paragraph regarding whether the property meets the Secretary of Interior Standards. Also suggested reviewing and discussing the residential design guidelines. Recommended that the Cat-Ex should also be sent to the same notification area. A Board member feels that CEQA, 311 notification, and Cat-Ex should be on a parallel track. A Board member asked when staff find out if the property is an historic resource. Suggested coordinating CEQA into the 311 notification. Suggested stating on the 311 notification that the environmental review for this project is in progress or complete. Suggested sending two notices to the addressees. A Board member questioned what type of actions could be permitted over the counter and wondered whether further investigation is needed to determine if an outside consultant is needed. A Board member recommended establishing a working group (planning staff, members of the public and Landmarks Board members) to discuss how and when the standards are used. Suggested putting all buildings that are 50 years old or older into category B. The Landmarks Board will submit a letter to the Planning Department listing their recommendations. The Landmarks Board members are requesting to review their revisions before the implementation in early May.

CERTIFICATE OF APPROPRIATENESS

7. 2007.0160A (A. HESIK: 415/558-6602)

1301-1303 MONTGOMERY STREET (a.k.a. 1301-1301 ½ Montgomery Street), west side between Union and Filbert Streets, Assessor's Block 105, Lot 14. Request for a Certificate of Appropriateness to remove existing skylight, add new skylights, and a rebuild rear property line wall. Constructed in about 1852, the subject property consists of a two-story residential building with brick bearing walls and a cement plaster facade. The building is Contributory to the Telegraph Hill Historic District. It is within an RH-3 (Residential, House, Three-Family) District and a 40-X Height and Bulk District.

It was moved by Board Member Chan (seconded by Hasz) to approve the request for a Certificate of Appropriateness with the following recommendation to install window protection during construction. The vote was unanimous.

8. 2007.0008A (A. HESIK: 415/558-6602)

760 MARKET STREET, the Phelan Building, north side between Grant Avenue and Stockton Street, Assessor's Block 328, Lot 1. Request for a Certificate of Appropriateness to install a business sign. Constructed in 1908, the Phelan Building is an 11-story commercial building consisting of a steel frame structure with metal windows and glazed terra cotta exterior cladding. The building is Landmark No. 156 and is a Significant Building-Category I within the Kearny-Market-Mason-Sutter Conservation District. It is within a C-3-R (Downtown Retail) District and an 80-13-F Height and Bulk District.

Preliminary Recommendation: Approval with conditions

It was moved by Board Member Martinez (seconded by Street) to approve the request for a Certificate of Appropriateness with the following recommendation that planning staff will work with the Building Management to eliminate illegal signs. The vote was unanimous.

9. 2006.0108A (M. SNYDER: 415/575-6891)

349 Lexington Street, east side between 20th and 21st Street, Block 3609, Lot 070. Request for Certificate of Appropriateness to construct a roof-deck and stair penthouse along with other minor exterior improvements at the rear. The subject property is designated as a  potentially compatible structure to the Liberty Hill Historic District. It is within the RH-2 (House, Two-family) District and a 50-X Height and Bulk District.

Preliminary Recommendation: Approval
