Health Care Services Master Plan
Through San Francisco Ordinance No. 300-10, the Board of Supervisors required the creation of a Health Care Services Master Plan (HCSMP) to “provide the Health Commission, the Planning Commission and Board of Supervisors with information and public policy recommendations to guide their decisions to promote the City's land use and policy goals developed in such Plan, such as distribution and access to health care services.” The Ordinance created Planning Code Sections 342 through 342.10 to create and implement the HCSMP.
The Planning Department and the Department of Public Health (DPH), with extensive community involvement, completed the Health Care Services Master Plan.
The Plan was adopted by the Board of Supervisors on December 17, 2013 and signed by the Mayor on December 26, 2013. The HCSMP provides extensive community health data; identifies the current and projected needs for health care services in San Francisco; and makes recommendations on how to achieve and maintain an appropriate distribution of health care services in the city.
Components of the HCSMP
The HCSMP will be used by the Planning Department to guide land use decisions for health care related development projects. The Planning Department must now determine whether certain medical use projects align with the HCSMP by making a “Consistency Determination.”
The following are the key components of the HCSMP:
- Community Health Status Assessment
- Health System Trends Assessment
- Capacity & Gap Assessment
- Land Use Assessment
- Historical Role Assessment
- Policy Recommendations and Guidelines to promote an equitable and efficient distribution of health care services in the San Francisco.
Medical Use Projects subject to a Consistency Determination with the HCSMP
The HCSMP will be used by the Planning Department and Planning Commission to guide land use decisions for health care related development projects through a “Consistency Determination.” For Determinations issued by the Planning and Health Departments for medical use projects which are subject to a HCSMP Consistency Determination please click here.
- Health Care Services Master Plan
The Plan was mandated by legislation sponsored by Supervisor Campos and is effective as of December 26, 2013.
- The HCSMP Recommendations and Guidelines
the Recommendations & Guidelines should be used in conjunction with any Consistency Determination Application.
- Consistency Determination Application
the Application must be completed and submitted as part of any entitlement or building permit application of a Medical Use project subject to the HCSMP.
