The California Environmental Quality Act (CEQA) requires that local government agencies consider the environmental consequences of projects and plans, such as this one, prior to their adoption. This is done through an Environmental Impact Report (EIR), a public document that provides detailed analyses of a proposed project’s potentially significant, adverse effects on the physical environment, ways to minimize the project’s significant environmental effects, and reasonable alternatives to the project that may reduce, avoid or eliminate substantial, adverse effects of the project. The document is meant to inform the community, government agencies, and decision makers when they consider the Central SoMa Plan and any subsequent projects in the Plan Area. However, the EIR itself does not approve any physical changes to the environment.
